In Toledo, problems associated with heroin distribution and abuse are as extensive as those associated with cocaine. Dominican and Mexican criminal groups principally are responsible for shipping wholesale amounts of heroin into the state. Dominican criminal groups operating from New York City are responsible for increasing the availability of higher purity South American heroin, which has attracted a new, younger user population.
